Overall
Aveil / "Gerudo Commander" is the only Gerudo that dresses up in red clothes, her sprite appears in both OoT and MM, in OoT however she doesn't seem to have a name. In MM Aveil is one of the less common character Link meets, also her role is very small in both games.
Gerudo Commander
In OoT she appears only one time, that is when you freed all four of the carpenters who were imprisoned. She commends you for being so strong, as a reward she gives you a Gerudo Membership's Card. This allows you to go anywhere in the Gerudo Valley without being imprisoned by the Gerudos. After this she disappears never to been seen again.
Aveil
Aveil's role in MM is that she is the leader of the female Gerudo Pirates group. The Gerudo Pirates stole the Zora Eggs so they could solve the riddle of the Dragon Cloud. That is their only obstacle that blocks the path to the Great Bay Temple. According to what she heard from the Skull Kid a great treasure must lie there hidden, with it the Gerudos should be able to live a life of luxury. But because of the murky waters and Sea Snakes they have only gotten 4 Zora Eggs, they can't solve the problem.Link however needs the eggs to put them back in the Marine Research Laboratory's Aquarium to hatch them safely. In his quest to do so he needs the Hookshot which is located in the chest in front of Aveil. You could try to sneak up to her using the Stone Mask. However Aveil and the guards closest to her are some of the few people who can see through your disguise, so you need a different plan. In order to get her out of the way you need to get back to the secret room on the left and shoot an arrow through the grating into the Bee's Nest. This will anger the bees and it will scare all the Gerudos (including Aveil) away. After this is done the path is cleared to the hookshot.
Biography
"Gerudo Commander"
Not much is known about her, but in OoT she could be the is third-in-command after Nabooru and Ganondorf. Since she is the only one who wears different clothing.
Aveil
Also in MM she is also the boss of the Gerudos, as you can see in the conversation below she doesn't tolerate any peremptory. The way she behaves clearly places her role as the leader of the Gerudo Pirates.

After you released the 4th carpenter:
"I've seen your fine work. To get past the guards here, you must have good thieving skills.
I used to think that all men, besides the great Ganondorf, were useless...but now that I've seen you, I don't think so anymore!
The exalted Nabooru, our leader, put me in charge of this fortress.
Nabooru is the second-in-command to the great Ganondorf, King of the Gerudo Thieves.
Her headquarters are in the Spirit Temple, which is at the end of the desert.
Say, you must want to become one of us, eh? All right, then!

After getting the card, but before leaving the room:
"From now on, you're free to come and go as you please through the gate to the desert.
You'll find the Spirit Temple, where the exalted Nabooru lives, out there in the desert."
Aveil
Upon sneaking up to her from the side entrance you can overhear her conversation with another Gerudo:
Aveil:
"I've been waiting for you! And, did you find the rest of the eggs?"
Gerudo:
"...N-No. B-But...that's beca... "
Aveil:
"What are you trying to pull here?!? If people hear the great pirates have lost the treasure they stole, we'll become the laughing stock!"
Gerudo:
"Yes, b-but Aveil... The sea is strangely murky where we were attacked by the sea snakes..."
Aveil:
"Silence! That's why the Zoras can't send for any help! Now that the eggs are gone, the Zoras should be frantically searching for them.
If we don't hurry, the Zoras will get to them before we do! There are four eggs here now.
Hurry! Go find the other three eggs before those sea snakes eat them!"
Gerudo:
"...Understood..."
Aveil:
"Wait!!! The Zora eggs are the only clue we have about that dragon cloud floating over the bay... If what that strange, masked one says is true...
And if we can get our hands on the treasure that lies sleeping in the temple in that dragon cloud..."
"Then we can spend the rest of our lives living the good life! So get a move on and go find them! Now!!!"
