Fado is the Sage of Wind, and you can see that he is a Kokiri, because of the Green Tunic. He was killed by Ganon during his pre-flood escape from the Evil Realm. He teaches Link the Wind God's Aria in order to awaken his successor, Makar.
Fado has a violin that looks like the Makar's one. That might be the reason why he is the follower of Fado, or it's just a fate chosen by the gods.
